ABOUT THE DEPARTMENT OF CULTURE OF THE CITY OF MOSCOW

The Department of culture of the city of Moscow is the branch body of the executive power of the city of Moscow, within the jurisdiction of the Government of the city of Moscow, which provides implementation of the policy of the city and carries out the management on the sphere of culture (excluding saving, using, popularization, and state protection of the objects of cultural heritage (cultural and historical monuments), other objects of real estate and territories, which are considered to be of cultural value), art, cinematography.

In its activity the department is governed by the Constitution of the Russian Federation, international agreements of the Russian Federation, federal laws, other standard legal acts of the Russian Federation, the Charter of the city of Moscow.

On the territory of administrative districts of the city of Moscow territorial subdivisions are created, which are district departments of culture. In its activity district departments of culture are governed by the Federal legislation, legislation of the city of Moscow and states about them, proved by the head of the departments (in accordance with prefects of the administrative districts of the city of Moscow). District departments of culture as participants of the budget process possess the power of the budget owner of the city of Moscow.

The organizations, established by the city of Moscow, which carry out activity in the sphere of culture and which are governed by the Department, are as follows:

  • State establishments of culture of the city of Moscow, such as: theatres, concert organizations, museums, exhibition halls, culture and leisure parks, libraries, palaces of culture, clubs, culture and leisure centers of, zoo, children cinemas, systematic and scientific and methodical organizations;

  • State educational institutions, such as: of post-curriculum activities of children (children’s musical, singing, choreographic, and art schools), additional education for adults, secondary, university and additional professional education;

  • State unitary enterprises, government agencies;

  • Mass media of the city of Moscow, which operate in the sphere of culture;

  • Other institutions and bodies, established in the determinate order in accordance with the federal legislation, federal standard legal acts and legal acts of the city of Moscow.

The Department fulfills its activity in cooperation with federal bodies of executive power, bodies of executive power of the city of Moscow, institutions of local government, organizations and public associations.

The department and district departments of culture are legal entities, possess letterheads and seals depicting the coat of arms of the city of Moscow and the name of the organization, respective seal and stamps, bank accounts in the treasury bodies and accounts in credit organizations and under the terms and conditions, determined by the legal acts of the city of Moscow.

Expenses to support the department are put into practice on the account of means, stipulated in the budget of the city of Moscow for functioning of the executive bodies of the state power. Property, which is necessary to carry out the activity, is transferred to the possession of the Department for operating control.

Location of the Department is as follows: 107031, Moscow, Neglinnaya Street, House 8/10.

 

The major tasks of the Department are as follows:

  • Implementing policy of the city of Moscow in the sphere of culture (in cultural segment) (excluding policy of the city of Moscow in the sphere of saving, using, popularization, and state protection of the objects of cultural heritage (cultural and historical monuments), other objects of real estate and territories, which are considered to be of cultural value);

  • Assistance to the citizens of the Russian Federation in implementing their rights to the freedom of creativity, cultural activity, satisfaction of spiritual need, and familiarization with values of domestic and world culture on the territory of the city of Moscow;

  • Assistance in developing leisure sphere, providing diversification of cultural and leisure activity of population;

  • Providing state support and creating conditions towards preserving, developing, and improving professional arts;

  • Forming and providing functioning of the city system of the professional education in the sphere of culture, and a system of additional education in the sphere of general artistic education and esthetical upbringing as well.
